Hubbard updating stormwater program following Ohio EPA citations
The Ohio EPA has issued a notice of violation to the City of Hubbard after a routine audit found the city’s stormwater management program did not meet state standards. Key issues included inadequate procedures, controls and maintenance schedules to reduce pollutant runoff, with the most serious concern being debris management from catch basin cleanings. While the audit identified documentation and procedural gaps, no actual environmental or public health harm has been reported.
In response, Mayor Ben Kyle emphasized the city is taking corrective action, including updating the stormwater plan, mapping drains and catch basins and improving training for crews. Hubbard City Council is drafting legislation to modernize policies, and the city is working closely with the Ohio EPA to meet requirements within the 30-day deadline. The corrective efforts are expected to be completed without additional funding, and for tasks that cannot be finished immediately, the city will submit a timeline for compliance.
