Changes Unveiled in Fiscal Year 2026 House Appropriations Bill

The House Appropriations Committee’s FY 2026 THUD bill includes $89.9 billion in discretionary spending, about 4.7% less than FY 2025, while continuing to support key infrastructure programs under the IIJA. The bill shifts $5.4 billion from advance appropriations, such as NEVI and other IIJA programs, to supplement regular funding across transportation agencies. Major changes include steep cuts to transit capital grants, no new General Fund support for Amtrak and increased FAA funding, including a separate $12.5 billion boost for air traffic control improvements.

According to a statement released by the House Appropriations Committee, “building stronger, traveling safer, and supporting American households are the foundations of this FY 2026 bill,” noted Committee Chairman Tom Cole.
