Spearheaded by the Minnesota Department of Transportation (MnDOT), District 6, this ambitious endeavor was made possible through a partnership with Mathiowetz Construction of Sleepy Eye, Minnesota. What began as a routine mill and overlay project burgeoned into a comprehensive overhaul, driven by a collective vision for enhanced safety and mobility.

Thirteen miles of southbound lanes were reconstructed. It was the original 1930s road bed and paving had occurred over the top of that roadway through the years.

The genesis of this project lay in the aging infrastructure of the southbound lanes, originally laid in the 1930s. Over the years, patchwork fixes had masked the underlying deficiencies, necessitating a more holistic approach. With additional funding from sales tax revenues allocated for transportation, the project evolved to address not only pavement concerns but also crucial safety enhancements identified through extensive public engagement. The overarching goals were clear: to revitalize the road, streamline access points and elevate safety standards on this vital artery of transportation.

Central to the success of this endeavor was a robust framework of collaboration between key stakeholders. Adopting a design-build delivery method, MnDOT, Mathiowetz Construction, local townships, Goodhue County and other pertinent entities synergized their efforts from conception to completion. Formal meetings, meticulous planning and proactive coordination ensured that every facet of the project, from design nuances to construction logistics, aligned seamlessly with the collective vision. 

Flexibility was paramount, as evidenced by the innovative proposal to reconfigure an interchange, which not only optimized costs but also minimized environmental impact—a testament to the adaptive spirit driving the project forward. “Several aspects of construction were completed with environmental considerations to more efficiently conduct work with available resources, as well as the recycling of materials found on-site,” said Tory Thompson, major projects engineer, MnDOT, District 6.

However, no feat of this magnitude comes without its share of challenges. Navigating local traffic disruptions and mitigating access issues demanded nimble responses and proactive measures. Instances of unauthorized access prompted swift action, prompting the acceleration of construction to fortify safety measures. Unforeseen encounters with buried structures underscored the importance of adaptability, as the team recalibrated their approach to accommodate unexpected obstacles without compromising on quality or timelines.

Remarkably, the project adhered steadfastly to its timeline and budgetary constraints. Commencing in July 2021 and culminating in November 2023, the meticulous orchestration of construction activities ensured minimal disruptions while maximizing efficiency. The construction bid of $69.7 million not only underscored the fiscal prudence exercised but also heralded a testament to disciplined project management.

The project was up-scoped to provide a more comprehensive fix after public engagement showed additional needs for safety improvements as well as work on the pavement.

Beyond the realms of conventional infrastructure development, the project epitomized a commitment to environmental stewardship and energy efficiency. From the utilization of recycled materials for road construction to the strategic placement of snow fences, each decision was imbued with a conscientious regard for sustainability. Moreover, the construction of a park-and-ride facility and the incorporation of electric vehicle charging stations underscored a forward-looking ethos, poised to embrace the evolving landscape of transportation.
