House passes bill that could fast-track AI infrastructure projects

The U.S. House has passed a bipartisan bill aimed at streamlining the federal permitting process for infrastructure projects by updating how the National Environmental Policy Act is applied. Known as the SPEED Act, the legislation narrows the types of federal actions that trigger lengthy environmental reviews, to accelerate approvals for projects tied to infrastructure, energy and economic development. Supporters say the bill will help the U.S. modernize critical systems, meet growing energy needs and remain competitive in emerging technologies, while still considering environmental impacts. The measure passed by a narrow margin and now moves to the Senate.

The bill’s momentum aligns with a broader national push to rapidly expand artificial intelligence infrastructure, driven by both the Trump administration and major technology companies. Through initiatives like the Genesis Mission, the federal government is partnering with firms such as Google, Microsoft, AWS, OpenAI and Nvidia to build advanced AI and high-performance computing systems on an aggressive timeline. At the same time, tech companies are investing tens of billions of dollars in data centers but still face capacity shortages as AI demand surges. Industry analysts estimate trillions of dollars in investment will be needed to support future computing needs, though uncertainty remains over whether businesses can generate enough value from AI to justify that scale of spending.
